Liberty Housing Organization (Liberty) is proud to announce the groundbreaking of its latest non-market housing development, Boro Block, aiming to deliver safe, stable, and affordable homes for Calgarians in need.
Since the closure and demolition of YMCA South Recreation Facility in 2019, 11 Haddon RD SW has remained vacant, surplus City land until it was entered into the Non-Market Land Sale program in 2023. Boro Block is located directly beside the Heritage LRT Station, making it a highly desirable site for Transit-Oriented Non-Market Housing. Once completed, the six-storey building will feature a non-profit daycare and small commercial space at grade, with residential units above. In total, Boro Block will deliver 196 affordable homes, including 40 barrier-free homes designed for those with accessibility needs. The land use amendment to enable Boro Block was approved by City of Calgary Council on June 10, 2025. Construction of Boro Block is anticipated to begin in Q4 2025.
Liberty Housing Organization is a non-profit housing provider committed to creating socially, financially, and environmentally responsible homes. Since their inception in 2015, they have delivered nearly 500 affordable homes in the Calgary area, and their goal is to deliver 2,500 affordable homes within the next five years through their innovative Ownership and affordable Rental programs.
“Liberty Housing Organization is thrilled to break ground on Boro Block,” said Oliver Trutina, Liberty’s Board Chair. “This project supports our shift toward purpose-built rentals and is aligned with our mandate to deliver high quality, affordable housing. We are deeply grateful to the City of Calgary for their collaboration, which has been instrumental in bringing this vision to life.”
“Today marks a significant milestone for our community as we break ground on Boro Block. This project not only addresses the critical need for affordable housing but also reflects our commitment to ensuring that every Calgarian has a safe and stable place to live. I look forward to seeing the positive impact this development will have on families in our city,” said Mayor Jyoti Gondek.
This transformative project is part of City Council’s Non-Market Housing Land Disposition Policy to sell land at book value rather than at market value to non-profit organizations whose priority is to develop affordable housing. This will help non-profit housing providers spend less capital funds on the acquisition of land which frees them up to invest more dollars in the development of housing for Calgarians.
Under this round of the Non-Market Land Sale, The City of Calgary is also able to provide direct capital funding of up to $75,000/unit to Liberty, representing an additional $14.7 million in funding to support the development of affordable homes for Calgarians.
The City’s Housing Strategy contains 98 actions that addresses the housing crisis, to ensure every Calgarian has an affordable place to call home.
