The City of Calgary is continuing to drive downtown revitalization by supporting three new residential developments in the downtown west end and two major office-to-residential conversions.
Through the City’s Downtown Incentive Programs, these projects will add more than 1,100 new homes within two blocks, generate over $350 million in private investment, and transform vacant and underutilized spaces into vibrant, connected communities.
“I am excited to see the several transformative projects in the west-end of our downtown come to life. These developments are key to revitalizing Calgary’s downtown, creating over 1,100 new homes and driving economic growth,” says Mayor Jyoti Gondek. “Public investment in previously vacant areas in our downtown is spurring significant private investment, enhancing property values, generating tax revenue and boosting business opportunities.”
The following projects align with Calgary’s broader downtown revitalization strategy – reinventing the core by increasing residential density and transforming vacant office spaces into active communities. More downtown residents mean stronger local businesses, greater vibrancy and enhanced public safety.
New Residential Developments
- Cidex Development (425 5 St. S.W.) – transforming an underutilized site into a 234-unit residential community, strengthening the downtown west end. Opening in 2028.
- Cantiro 4th Ave Tower (410 6 St. S.W.) – enriching downtown’s residential appeal, this 30-storey mixed-use tower will bring 315 premium rentals, 10,000 sq ft of commercial space, unique wellness amenities and connection to the +15 when it’s completed in late 2027.
- 526 4 Ave. S.W. – a 268-unit mixed-use residential tower, set to open in 2028.

Office-to-Residential Conversions
These completed and soon-to-be-completed office-to-residential conversions in Eau Claire will add much-needed housing and further support downtown’s transformation.
- The HAT at Eau Claire Place (525 3 Ave. S.W.) – This seven-story building has been thoughtfully reimagined, blending upscale residential living with a strong sense of community. Now open to residents, this Cidex-developed boutique apartment community brings 87 new rental homes to downtown Calgary.

- Eau Claire Residences (521 3 Ave. S.W.) – Pacific Reach’s conversion of Eau Claire Place II will introduce 195 premium rental homes, with amenities including a rooftop patio, modern gym and in suite laundry. Connected to the Plus 15 network, more than 330 residents can start moving in this summer.
